23-25 November 2015; Seminar on Parcel Security and Facilitation A405-C4; Beijing

The international postal parcel system is facing key challenges to which it needs to adapt in order to deliver secure, reliable services to consumers and business. In this context, DG TAXAUD, GACC and SPB have sought technical assistance to enable expert exchanges on the legal, policy and operational implications of the changes to the SAFE Framework and EU Legislation to improve parcel security and facilitation. A number of pilot programmes have been carried out by the EU, the United States, Canada and the Universal Postal Union to test the efficiency and effectiveness of institutional and technical solutions for advanced data exchange between the postal system and customs. The EU seeks to share the outcomes of these pilots with Chinese customs and postal officials to exchange views on the costs and benefit, and to enhance mutual understanding and support. To facilitate this technical assistance, the EUCTP II will organise a seminar to discuss international and EU legal and policy developments and lessons learned from data pilots.
