Meet the team

Key expert for Cross-cutting issues and team leader, Mr. Philip Bartley

Mr. Bartley is a graduate engineer and EMBA from the China Europe International Business School and has over fifteen years of experience working in China in the trade and investment arena. He has worked with the Chinese government on sustainable trade and development, trade policy and foreign investment activities at both the national and provincial level. From 2004 - 2009 he served as Team Leader of the EU-China Trade Project.

Key expert for Trade in Services, Madam Huang Danhan

Madam Huang Danhan was the first Chinese lawyer to graduate from a French university, with a State Doctor's degree in Law. With more than 30 years of experience, Huang Danhan has worked for the Chinese government, Chinese banks and law firms, as well as in academia.

Key expert for Quality Infrastructure and Technical Barriers to Trade,

Mr. Robert Huigen

 

Robert Huigen is a Dutch National who has more than 40 years of experience, with 22 years of experience in the area of quality infrastructure, more specifically EU legislation, standardisation, accreditation and conformity assessment. Robert also has an extensive track record of managing teams of international and local staff as project leader in EU-funded projects.

Key expert for Agriculture and SPS, Javier Burchard

Javier Burchard, is an agriculture and veterinary specialist with over 30 years of professional experience from Canada, China and Latin America, working in animal health, public health and food safety. Dr. Burchard is a Doctor of Veterinary Medicine and has a M.Sc. and Ph.D in Animal Science from McGill University. He has extensive experience of working to modernize agricultural and food safety practices to ensure compliance with international standards, including those of the OIE and WTO.

Key expert for Customs and Trade Related Regulatory Systems, Madam Li Yan

Madam Li Yan is a customs expert with 34 years of professional experince working as a senior civil servant for China's General Administration of Customs and at the Chinese Misson to the EC in Brussels. She has extensive experience in working to modernise China's external trade statistics and customs procedures to ensure compliance with international standards and to promote trade facilitation and security.

The EUCTP is funded by the European Commission, and implemented in partnership with Chinese Ministry of Commerce (MOFCOM). The project is overseen by representatives from the EC and MOFCOM, and activities are planned in consultation with a project steering committee.
